Social Housing is affordable rented housing for people on low incomes who otherwise would not be able to afford to rent a home. It is provided by the Irish Government who are represented by Local Government (called “Local Authorities”) and Housing Agencies (who are sometimes engaged by Local Authorities to provide Social Housing).

There are 31 Local Authorities in Ireland. They are Local Government bodies who are responsible for some elements of the governance of certain geographic areas of Ireland. The populations within each Local Authority are between c.50,000 people and c.550,000 people. People who are eligible for social housing register on housing waiting lists that are managed by Local Authorities and are then advised by that Local Authority when a suitable property becomes available.

Housing bodies/associations are independent, not-for-profit charities. In general, they provide affordable rented housing for people who cannot afford to pay private sector rents or buy their own homes, or for particular groups, such as older people or homeless people. Historically, Local Authorities provided nearly all social housing. However, in recent years, housing associations have provided increased amounts of housing.
Social Housing makes up 10% of all housing in Ireland. Demand for Social Housing in Ireland is at a record high with c. 100,000 people currently on waiting lists for Social Housing.5 At the current rate of provision, with only 12,332 units provided in 2015 and11,016 units provided in 2014, clearly there is a major supply issue.6 This has led Ireland to a point where there is a Social Housing crisis.
